But strangely enough 7.15 is sept heures et quart. i e without le.

I wouldn't put the 'le' in it ie: sept heures moins quart. Or quarter past seven: sept heures et quart.

I say "sept heures moins l'quart" (sept heures moins le quart) and "sept heures un quart"... I might be wrong though... [Www]

According to the 'About' learning French website Clair we are both correct and incorrect:

It's 4:15 Il est quatre heures et quart

It's 4:45 Il est cinq heures moins le quart

Il est deux heures et quart                        ( Some people say deux heures un quart too yes..)

Il est deux heures moins le quart                    ( 2 heures moins l'quart is just fine too!!)
