social contributions: don't hold your breath

Although this is a recently-discussed topic, I think it merits a new thread as the taxman rang me today in response to my letter requesting the repayment of the social contributions levied on my husband's annuities and on UK bank interest.

I also put a note in this year's tax return asking that they do not levy these charges this year.

I could tell from the conversation we had that he'd not heard of the recent judgment on social contributions and, although I gave him a link to the web page that Parsnips originally provided, it was obvious to me that it was fruitless to pursue the conversation at this stage.

What I want to know is whether anybody else has contacted their tax office about this and, if so, what sort of reply have they had?

We included a note quoting the official reference to the statement and to THEIR government website advising of this with our tax return-Do the fisc actually have any system of update bulletins? It's not rocket science to email all tax offices with a "Now hear this ....bla bla bla" message is it?

What an unbelievably amateur shower the whole organisation really is.

You'll have to write to them with a full copy of the official text.

And when they have fobbed you off, maybe write again, mentioning that you'll be contacting the following:

Hi,

     I have no doubt that this will be a shambles , just like the long-running UK Rents fiasco.    There  seems to be no central guidance to local tax offices, which appear to be left to interpret legislation  as they see fit .  Given the competence of many agents , this can result in chaos.

     I would say, that as it appears no official ruling has yet come from the finance ministry, and as we have till 31/12/2015 to apply for reimbursement , I advise waiting to see what developes , and , if nothing emerges by about November , starting the reclamation process then.

     In the meantime , pay in the usual way.

They'll need to get the computer systems updated, which could take some time.

Refunds are not as easy as just refunding the social charges paid. There will have been a tax credit for the previous year's social charge so income tax will need recalculating. And there could be knock-on effects for other benefits, etc. Those paying wealth tax will possibly have to pay more for the back years as they will have a greater wealth. And there is the need to consider paying interest for the over-payment.

So not only will they need to update the current year's tax system, they'll also need to go back and update the system for the last few years.
