One only has to look at the current situation with the rebuilding of houses after hurricane Katrina in Mississippi and Louisiana compared to Florida for example. Whilst Florida has virtually been rebuilt in its entirety thousands of people in Mississippi and Louisiana are still living in tents and mobile homes with only 30% of homes being repaired or rebuilt before the money ran out. Then look at Detroit where over two thirds of the population has left after the car companies closed down leaving behind their houses etc which have fallen in to dereliction or worse. The previous mayor of Detroit has just received a long prison sentence for putting the aid money in his own, or his mates, back pockets.
