I've asked asked friends about this (French, who I suppose might be reasonably expected to have an idea) and have been told:- that these are cars that are about to be exported (presumably to somewhere outside the EU), or;- these cars are owned by "foreigners" (again presumably outside the EU since I was never presented with red plates), clearly identified so that the police can more readily bully the drivers.In other words, they don't know either.
