Struggling with a translation

I would like to say that someone is has passed a qualification to be a licensee. As I don't think that this exists in France? or does it?

I am struggling, I have given a description using many many words, but there must be something simpler, neater, is there?

Are you talking about a license to sell alcohol?

I think you just buy that in France, although there may be a police check on the person buying.

Yes, a qualification to be a pub licencee.

I thought it was still 'just' bought it in France from the Douanes.

Small and probably not the case but to hold a licence as contemplated in france one must be a national of the european union.

So no americans,australians, fijians, samoans, etc.

Ofcourse I understand what a license is in France, hence wanting to simply explain in one sentence rather than ten, which I can now do.

They never managed to crack it despite going through the immigration washing machine twice. At the moment they are in australia and were due to return in the spring; This may be delayed as P had a serious accident. Eventually I presume that the property will be sold. Pity they were a  positive element to the community.

The non euro rule was a big surprise to everyone maire, french residents and foreigners of both sorts.

But an advocat in Niort who specialises in immigration cases knew of it.

I have the relative wording somewhere on a scrap of paper but I have never actuallt checked it in the relevant Code.
