I don't know how many times I have heard over the years that you cannot arrest someone just because they have spoken/thought about committing a crime. I suspect even making plans to commit a crime haven't counted either IF they haven't done anything. But is that true?

Today on french news they said that 10 people have been arrested because they were planning to rob a factory in Rennes that produces 'money', les billets! On the news it said that as they had not committed a crime as yet, they will probably only get 10 years in jail.

I have mixed feelings about this. One part of me says, good, stop them. BUT on the other hand, who decides who gets arrested and for what. Fantasists may dream of robbing the crown jewels, even make tentative preparations, but they would never try.

Maybe UK law and  french law are very different, I don't know. And I still cannot work out how I feel about it.

What if its a fantasist? You would need to read Wilt by Tom Sharpe [:D]

An ex BIL was tried and convicted for conspiracy to import drugs (he was in charge of an airport cargo handling facility) his defence was that of fantasism, he was just boasting what he could do etc........ but it was proved that he had  secretly taken convicted criminals (drug kingpins) airside to show them what was what nd how he would play his part in the alleged crime.

Wilt is my favourite 'funny' book. In fact, I liked all the Wilt books, they are the best that Tom Sharpe wrote, in my opinion.

Thanks, I did not know about conspiracy to commit, never heard of it, so I'm pleased I posted this, I live and learn which is always a good thing.[:)]

My bad English again, think of a crime, be it murder, fraud, extortion and there will (probably be) the offence of conspiracy to (commit, XYZ)

In the case of ex (thank goodness) BIL it was something like conspiracy to import class A controlled substances.

I guess that conspiracy is hard to prove so in many cases where they have good intelligence they would wait to catch them in the act, for a terrorist act, murder etc clearly they wouldnt.

Or perhaps they  would according to the conspiracy theorists

I was going to say "conspiracy to commit a crime " too.

We had experience of this in UK in the 70s - don't ask! But they had brought the wrong charge and it couldn't be proved.

The experience started me off on a course of study of english law, O level, A level , then 2 years of a degree when I had to give up as I was still working fulltime.

There has been an awful lot in the press about conspiracy to commit acts of terrorism in recent years. I guess that in this particular case, it would be beyond foolhardy to hang around waiting to see whether the plans in question came to fruition....
