This document is mandatory in the sale or letting process and has to be supplied to a purchaser or tenant at the outset - in the case of a sale, the 7-day cooling-off period could not start without all the relevant documentation being made available to the purchaser. In our case, of course, the purchaser didn't start to read the damn things until we were at the Notaire's office to sign the acte authentique, but that's how it goes.
