Distillation of surplus wine

Bonjour à tous.

My son has been researching recent trends in the French wine industry for a school project. One (of many) interesting facts he turned up was that when grape harvests outstrip demand the producers can seek permission to distill some of the resulting wine. 

My (his) query is - distilled into what? Brandy?

Can anyone enlighten us please?

Vignerons used to convert the excess wine to Eau de Vie.

They could keep a prescribed quantity and the state took the rest.

The allowances were stopped based on the vignerons date of birth, so fewer are entitled to it as years go by. The local distilleries (and the mobile ones) are vanishing as a result.
