Renters rights in France?

Hello there, hoping someone can help my friend! He has only just moved to France with his girlfriend, but he is having problems with his landlady.

His landlord has treatened to kick him and his girlf out of their apartment for what i can see, no reason. Apparently the dog is dangerous, even though he is a big teddy bear. He is a large german shepherd, and can be scary at first sight, but he has never attacked anybody.

They are paying their rent, eventhough the electricity still keeps cutting out on them, and the bathroom is flooding daily. They have had problems with their elctricity and plumbing from the start. The landlady has refused to fix the plumbing, saying it is their problem. She says the electricity keeps cutting out because it is a basement flat, therefore damp.

The landlady has said that the girlfriend leaves her cigarette butts outside, when I know she picks them up and puts them in the bin. And apparently the dog is poo-ing in the courtyard. My friend has already told her it isn't his poo as they a) take him out for walks 3 times a day, and b) (to be a bit ewwww) its definately not the poo of a big big, its a small dog (and there is one who belongs to a neighbour!)

Not sure how it works over here, as they havent done anything wrong, the dog NEVER barks, they dont mess at all. Just think the landlady has it in for them. She has rung the police today to tell them that she think the dog is dangerous. The police woman came into their flat, and the dog started licking her hand and sat as if he thought he had a treat for him... And since the landlady has been kicking their door in, ringing the doorbell repeatedly and barging her way into the flat with no permission.

She wrote them a letter saying they had about 2 weeks to find a new place, because of the "hygiene of the dog" and the cigarette butts.

Just wondering if this is actually all legal on her side? As i have already stated, they pay their rent every month on time, they are still having problmes with the basic ammenities of the flat, and they have done nothing wrong in regards to the things she has said they have done.
