Service-Publique - Online facilities

Looking here a day or two ago for some info' I noticed that one could apparently do, among other things, a transfer of ownership of a vehicle on line.

http://www.service-public.fr/  Choose "Services en ligne et formulaires", eventually getting here http://vosdroits.service-public.fr/particuliers/R14602.xhtml

However, on closer investigation, besides only appliying to vehicles with the new-style registration, the seller must previously have registered the sale of the vehicle at a Prefecture, and the buyer must afterwards validate the "pre-demande" by presenting the necessary documents in his Prefecture.

I can't quite understand what is gained by this online procedure - apart from filling out some forms on line, which facility has been available for quite some time[8-)]

[quote user="NormanH"]On the other hand this paying service seems to take away the need to go to the Préfecture, but I have never used it:

Yes, they can be very useful. Do you know how they establish one's identity and address without actually sending them one's original ID etc?

One can now also do vehicle paperwork via many garages, who I think verify and return personal documents - there is one almost opposite our house.

I believe one can take the form (completed on line and printed) to the Mairie, where they will sight your ID and proof of domicile and forward the form and Carte Grise to the Prefecture, for no charge, but I never tried that.

I note that the service is not available for imported or "collection" vehicles, and a few other exceptions.

If one has a vehicle with the new matriculation plates, one can do a change of address on line via the Service-Publique site, free of charge. I have done this, they send a sticker to put over the old address on the existing Carte Grise. I think one can do this three times, after which it's a visit to the Prefecture.

This service is just what Gestors in Spain have done for years. They are also used  for most other bureaucratic exercises, at fairly low cost, considering the time one saves by not driving around, queueing, having the wrong papers or an "incomplete dossier".
