I would tend to agree, years ago this Scout, jees that was many years ago came equipped with so much citronella oil  in candle and liquid for we kicked him out into his own tent as we couldn't stand the pong everywhere but we still got bitten maybe not as much but it did still happen.

They also sell in France a yellow compact fluorescent light which the advertising says deters mozzies etc. They don't deter it's just unlike normal lights giving off some UV therefore attracting flying insects yellow light is a colour they cannot see so it doesn't attract them so much.

Be careful with lemongrass if you have cats, it's highly toxic to them and can kill.
