If you have a property that you rent out including a TV, then you should pay for each set. If the people bring their own set then they are covered by their own redevance.I think it would be harder to prove that you needed licence if you were running an informal unregistered B&B, then it would perhaps be possible to argue that you were renting out part of your own accommodation.
