Cassis
There's a pretty good summary of Taxe de Séjour and the rules surrounding it on this site - go to the Questions/Answers page. They are also flogging some software but just ignore that. I did not know it had to be itemised separately on guests' bills.
Will
I think I am right in believing that the taxe de sejour is levied by the commune (with sometimes an extra percentage by the département), and not all communes do so, so not all establishments have to (or can) charge it. The site does not seem to very clear on this, or maybe I didn't look hard enough. Of course, any area which has any pretensions to being a tourist area will have a taxe de sejour, though our tiny commune never had one.
Cassis
You are right, Will, taxe de séjour is not universal. I'm not even aware that it is related to whether an area is 'touristique' or not - Ancinnes wasn't until we moved here! Here it is collected by the communauté des communes and paid in to the Tresor (as per usual).
