Signing on as unemployed

I was looking at the Social Security site and found this

which seems (to me) to say that if a French person is signing on as looking for work, they are covered by CMU, and that for those over 55 they don't even need to sign on.

Have I read it right, and is it any help?

I'm trying to get more info' on this via somebody who is already signed on.  I know that you cannot get any social security payments. She is going to ask if/when she will qualify for CMU entry.  The five year residency rule may help though, but I'm not sure at present.  And if you have an income (say, a pension) then that could be a problem. It's one of the things that's being looked at, and your link is very useful, thanks.

Yes, Clair, I've looked at it more closely now.  I've been scratching my head about the "signing on" thing (because I think the mere fact of adding thousands of Brits to the unemployment figures might be a good form of protest, if nothing else!) but - possibly quite rightly - it's tough.  One to look at but by no means a quick fix, I'm afraid.
