Helen
I found extracts from this book on a trawl about the five year residency. There's a fair amount of the book online p 166-170 explain the 'incremental approach to residence and equal treatment' citing some case law .http://books.google.com/books?id=Yp_nevZoBmoC&dq=social+welfare+eu+law+eleanor+spaventa(I don't know why that link is so long, sorry)

Will
No, not just you, I got a message saying that those pages (and several more) were not part of the book preview. The rest is very interesting, and provides a lot of background information, some of which is quite surprising, in particular some of the things that provide the basis of the legislation. But it does seem to say that most of the EU legislation applies to workers (though bits specifically mentioned discrimination, in terms of non-active people), and that states are, broadly, able to organise their health care however they wish. Knowing how long it takes to get a book into print I would be surprised if the latest versions of the residence and social security provision are at all fully covered. Still, it's all useful stuff, and provides fuel for the various arguments.
Helen
Sorry, I had two different 'copies' of the book, I didn't realise that they were different versions!http://books.google.com/books?id=Yp_nevZoBmoC&pg=PA167&lpg=PA167&dq=permanent+residence+5+years+eu&source=web&ots=mFlDrkwvYk&sig=NtgcEWnikO2bbmrf2QcJwKkut3g
powerdesal
Page 263 makes reference to recent cases related to cross-border health care provision (2nd paragraph of page) but I could not find any details. Any one know?
