Whilst waiting at the hospital today I started reading all the information on the wall posters.

It said that the Secu will reimburse 100% for chronic illness. If for example you receive 100% for a certain illness and you catch something else, the Secu will only reimburse the new illness at normal rates and not 100%, unless one supposes that the new illness is declared 'chronic' too.

That is correct.
You will be re-imbursed 100% for a chronic condition, but not for any other. After all, if you have a chronic condition and then get 'flu, why should the state pay for the 'flu treatment?

I have just been advised that "my" chronic condition will be re-imbursed 100%, but that cover will expire in the year 2039. Since, by that time I shall be 105, I wonder what they know that I don't!
