Leaving aside the quotation marks which are not required but may be a style feature on forum posts; I honestly dont know.

The sentence is interrogative and not exclamatory and is preceeded by an inverse question mark.

The "qué" has an acute accent on the "e" to distinguish it from the relative pronoun.

The "sé" has an acute accent over the "e" to indicate the first person singular of the present tense of the verb "saber", the accent also serves to distinguish it from the third person reflexive pronoun "se".

Yo and Argentina have the first letter in upper case. [:D]
