The piece mentions a few sources, but misses some, such as:

Lead from paint and plumbing in old houses and old mains which have not been replaced due to cost and inconvenience.

For older people - Lead in petrol, before it was banned in the EU in 2000. Although aircraft can still use leaded petrol.

Arsenic and other heavy metal residues leaching into water courses around HERE, and probably many other old mining areas.

I read it quickly but couldn't really see WHY France would be more exposed than other countries apart possibly from the seafood..

Sibblyback resevoir that provides water for much of eastern Cornwall drowned an arsenic mine along with a few other less frightening sounding ones.
