I wonder how many of these things actually ever happen though? I was looking up something completely different, to do with boat safety, this morning and found two EU proposals about oil, as related to domestic heating. One was that the UK may have to fall into line with the rest of Europe and use 32sec oil instead of the present kerosene (imagine the rush to fit French boilers in England instead of the other way round), and the other is that Europe is considering that from April 2005 all oil storage tanks will need to be either double skinned or contained in a 'bund' to prevent pollution in case of leaks - that must mean 99% of French tanks will have to be replaced or resited.
