should you purchase tv equipment or have an aerial installed from a french firm, they are legally bound to report you in order for the french tv licence to be charged......it will appear on your annual Taxe d'Habitation demand.....

many folk carry on regardless...am not aware of the existence of spotter vans in rural areas.....

Not quite the case in actuality though, many of the supermarkets don't bother with your details when you buy a TV , it was actually quite difficult to get a TV license if this happened, but that has now changed.  On the Taxe d'habitation form last year and also on this year's income tax return  you had to state that you do not have a television set in your primary or secondary home, which is a bit of a iob to do if you have a satellite dish hanging on the wall[;-)]  And as robot has said it now gets paid with your taxe d'Habitation, normally toweards the end of the year.
You need a licence to operate any TV in France.
Not quite. You need a licence to own any equipment capable of receiving TV broadcasts. This includes Tv's, video's, satellite receivers and even a PC if you can receive TV broadcasts or downloads on it!

Whether you use it or not.

Interestingly enough, you don't need a licence for a TV aerial...
