Thanks for the replies.   Internet Ink use conventional 1st class,  and haven't mentioned that the package has been returned to them.

Stuff from (say) Amazon gets through fine,  I *thought* the limit on EU redirection from the UK was 4 (and I can't now remember if it was 4 lbs or 4 kg).    Certainly when I checked a couple of years ago when I knew a package was on its way the GPO said there'd be no problem.

As I say,  it'll probably suddenly arrive.
