They seem to adopt a somewhat heavy-handed Big Brother (in its proper sense) approach.Which is a shame as it reflects badly on the BBC, which of course whilst funded by the licence fee has nothing to do with the body that collects and enforces it.En revanche some of the people that do watch without a licence are masters of the art! The property owner has to pay up - whether the owner of a TV receiving device or not - and then the onus is on him/her to prove that they do *not* have any way of receiving a TV pic and to get reimbursed.I am sure you would remember whatever the rigmarole may be (no doubt v complicated) to get reimbursed, so if you can't remember ever doing that, then check the small print on your taxe d'habitation form and you may find you are covered - and that you your conscience will therefore be spotlessly clear.
