Quillan
When ever I have called a French mobile outside of France I just dial normally like I would if it were inside France. Of course the mobile has to be activated to work outside France (Roaming).

Quillan
Don't worry I suspect we have all spent hours at one time or another in our lives trying to get something to work only to discover it's either unplugged or switched off, I know I have once or twice. [;-)] Sometimes the obvious alludes us.
AnOther
The phenomena you allude to has indeed seen the obvious elude me on many occasion although in this particular instance, whilst strictly speaking unnecessary, using the the 0033 prefix should still have worked.
