Registering an all-electronic moped

I don't think that you have to. I also think that you cannot use it in the road (in France perhaps and in the UK probably). It all depends on the power rating of the motor and the capacity of the batteries. The only ones that are legal in the UK are the pedal-assisted ones, if there is enough power in the motor/batteries to make the machine useable, then you probably can't.

The EU wants to standardise the type certification legislation across the whole of the community. For this, they have issued a Directive (2002/24/EC), which states that any electric cycle which conforms to certain restrictions will be exempt from type certification, and will be treated as a bicycle. The new restrictions are: maximum of 25km/h under power (approx. 16mph), maximum continuous output of 250W, and the cycle must stop if the rider stops pedalling.

ie. If a machine is a bicycle, then it is without regulation.

Driving/riding one whilst pissed is still illegal (as it is on a pushbike, as my father once discovered....)
