I don't think there's a legal minimum of CT that a car must have when selling, but the new owner will need to have had a CT carried out within the previous six months in order to register it in his/her name. So most vehicles are sold with a new or near-new CT.

The letter below is to where, and what, the local main dealer told us to write to Peugeot in order to get the CofC for one we registered in France about two years ago. You will obviously need to change the wording if your Peugeot is not LHD or if any of the other provisions don't apply, but hope it helps anyway. You will need to give the VIN number (which in our case was on the DVLA export certificate).

It obviously worked well for us, as Peugeot didn't make any charge for the certificate of conformity. Other people haven't been so fortunate, I gather.
