You do it at your prefecture.You will need to fill in a demande de certificat d'immatriculation and produce the carte grise, your certificat de cession, a CT certificate less than six months old, your passport and a utility bill as proof of address. The fee is 32€ per CV (halved if the vehicle is over ten years old) and you'll be allocated a new registration number so you'll need to fit new number plates.
