Selling, buying, importing a car in France

There have just been significant changes in the procedures for all of the above, see:

EDIT: Importantly, changes have been made for registering vehicles and

identifying onesself online for various gov’t departments.

NM, for the first time ever, when I went for a prise du sang yesterday, I was asked for a pièce d'identité, my French driving licence complete with photo having been firmly declined.

Would this be part of these changes that you are referring to?

Strangley enough, OH's carte vitale today wasn't accepted by the doctor's card reader.  He has an old CV that does not have a photo.

Anyone else encountered anything similar?

No. The changes are a move towards standardising and simplifying various bureaucratic procedures, increasing what can be done on line, and reducing the manual paperwork work done by Prefectures.
