6 months working, 6 months not

Hello all, I have been told by a friend that there is a scheme whereby

someone wanting to work legally here can pay the government a sum

(€3000 or €6000 or somesuch) in tax, upfront, enabling them to work for

6 months, banking whatever figure they can earn in this time and then

not being able to work for the next 6 months (or at least not be able

to bank any money in this period). I am only asking on his behalf as he

doesn't have internet access, works unofficially at the moment but

would like to go 'kosher' and thought this would be a compromise that

would suit him.

I think it sounds like a load of ********* but I promised I'd ask on

here. Sorry if the details are sketchy, but it's all I know.
