Location for watersports centre

We are wanting to start up a watersport centre in France. We need to

find a location for the centre, preferably with a campsite which has

access to a large stretch on inland water.

Does any one know how best to go about finding this location? Are lakes

in France privately or publically owned? Who would be involved in the

decision making behind a company setting up on a lakeside? Is it the

campsite owner, the local mayor or someone else? Our initial plan is to

write to all the campsites we feel would be a potential, followed by a

visit, but it would be good to understand who we should be liaising

with.

Any information or ideas would be really appreciated.
