Red and blue hollow plastic pipes

Not sure if this to do with property, buildings or gardens, but what are those hollow plastic pipes for that you see on the edge of building sites and in some gardens, I thought the ones in gardens,  parks and such areas were for watering, but is this the case for building sites?  Anybody know what are they are really put there for?

They are flexible corrugated pipes for underground building services - the colour depends on the service;  Red is Electricity , Blue is for water, Green for telecoms, Yellow for Gas.  Gaine "TPC" is used for the above services, whereas there are also various other gaines used for drainage and other such uses.

Sometimes local authorities put short off -cuts of the above pipes in the ground when new trees are planted so that, when they water them the water gets down to the roots directly.
