Our builder left a large heap of some grey (but not too fine) powder which I'm sure he used for constructing the walls - doesn't appear to be any sand in evidence, and where it has got wet it has set solid! It is the building equivalent of ready meals - you save a small amount of labour but pay the price per kilo of the dearest ingredient.He probably kept the sand and gravel/agregate on the back of his truck. As you have just found out cement is useless once it gets damp. Shovel it up and take it down the deceterie or insist he clears it up before you pay him.
