When do we need to ask for permission?

Hi everyone

We have owned our new build for about six months now and are now planning some exterior work.  Because our land is large we plan to divide it up to make it more manageable (and attractive - it is currently just how the builder left it).  We want to put up a post and rail fence along one section (an area of about half a acre, currently grazed by horses but using an electric fence), plant lots of trees at the front of house and a hedge along the side of the property.  My husband would also like, at some stage this year, to erect a shed and greenhouse behind the house.  It should not affect our neighbours as they are some distance away so blocking light would not be an issue and we understand the need to plant only indiginous species of trees/hedges.

My question is, do we have to ask the Mairie for permission to carry out any of these works?  Although we obviously want to work within the law, we do not want to be seen as constantly in the Mairie's office asking silly questions - especially as he is a particularly difficult and po-faced gentleman.  Is there some sort of website or leaftlet outlining what we can and can't do in France (home improvement-wise) without formal permission?

Regulations vary between communes regarding issues such as height of boundary walls, garden buildings etc and it is best to consult the planning department of your mairie - they are there to help residents/voters. If you have any doubts about tackling this yourselves, could you not get a landscape gardener to draw up plans and present them to the planning department on your behalf?
