Increasing Size of Lake or Lac and Control

Hey,

Just wondering if anyone knows if there is any planning involved in increasing the size of a lac, Its not Huge but thinking of making it bigger, maybe an acre... Is this possible or do you have to get Planning involved,

Also Does anyone know anything to do with Lake Drain of Control Points, Is it called a Muan, or Mwan? im not totally sure but here this is fairly important now to control water and draining from the top and not the bottom etc etc,
