New-build problems in 46

We are in the relatively early stages (awaiting plans for the submission of the Permis de Construire) of a new-build project with a well-known Cahors-based company. We are encountering a number of problems with the builder and wonder what experiences others are having with local firms. We are also hearing various rumours of operational difficulties at the company. We will not, of course, divulge the name of the company on the open forum.

Also, has anybody any experience of withdrawing from a building contract when the "conditions suspensives" have not been achieved in the agreed 4-month period since the contract was signed. It appears to us that the contract becomes null and void but are we liable for any costs? We have already paid 3% of the total contract up front.
