Thank you all to responding to our problem (convention de la haye) All your information put the jigsaw together and now we have a picture ! Although it is not entirely clear, we think we now understand it much more.     allanb gave us a explanation of the convention, also CAT 46 gave us an informative web site and the actual section (6), which, when we looked through our  documentation titled  Convention De La Haye, there it  quotes "article 6, alinea 3 Convention De la Haye". then on the third page of our documentation  the Communaute Universelle is stated. So now we know what we have signed !.  I can now see where the confusion was.      Many thanks to all the other people who contributed their knowledge and information.
