Yet. Sarko has only announced his intention to enact it - but has still not followed it up with a decree. It could still fall by the wayside. However, although I think that the measure is pointless, I don't think that it is a vote-loser, and it is possible that the decree will be promulgated as a presidential campaign stunt.
