Most likely builders, plumbers or any other officially established business ......every French person I know will welcome you if you have a skill they need !!

The French Authorities will not welcome you and, as you say, established business people, either Immigrant or French will not welcome you. They pay quite high social costs for being in business.

There will always be 'customers' for work on the black / off the books, that's the nature of life but..........fall foul of the law, have an accident etc and you could / will be seriously deep in the merde.

Have you thought about contacting many of the Irish and UK holiday Camping companies who have campsites all over France. Many take on mature couples these days to do the maintenance work on the mobile homes? It will be for the season, but will give you a good idea how it all is over here?
