Plumbing bits

A question for the plumbers in newsggroupland, if I may? Just after the main water stopcock in our house are a couple of devices whose function is not obvious, can anyone enlighten me please? I suspect that they are both pressure devices for some purpose. The first appears to be a sort of "T" junction, with the "T" outlet capped with a plastic cage/cap. The second has a pressure gauge on it. The gauge does not change even when there is no pressure in the system. I don't have a clue about the first but could the second be a device for setting the max pressure entering the house?

Your analysis seems fairly well judged but where is your water meter in all this? Mine is close to the pressure reducer at the main stop cock. I don't have any other device like the "pressure gauge" you describe. I will be very interested in the answer from the experts.
