is finance avaialble for fossee installation for French people on low income?

A older gentleman who lives near us has no fosse septic. His house is very basic and has no proper sanitation system.  I think he would like to get a fosse septic installed (he's in the middle of nowhere so no mains drainage) buti he can't afford one. At the moment he's unemployed and gets 'chommage' not sure of the spelling, but the French version of dole payments. I would be really grateful if anyone has an idea whether financial assistance is available for this sort of thing we had another neighbour once in the same situation but i was unable to find out any info...what we would really like is some central number to call or i website i could look at for him. He doesn't want to ask at the Mairie and i don't really blame him....

I think the first port of call would have to be the Mairie and yes, there are grants available in some departments but he'd have to go to the Mairie to collect the forms, or perhaps the Prefecture.

We went to the Prefecture (sp?) to get information on something and they sent us back to the Mairie!

I sit on the local CCAS and we give loans to people to help them when in difficulties financially but again it has to be bought to the attention of the maire in writing first and these loans are not given easily,dire circumstances have to apply first.

Depends on the problem involved, sometimes the commune will pay for it but in this case of someone with a property and unemployed, they will be getting benefits from which a small repayment sum monthly or even over a year or more will be decided by the commission. One case recently was for a single parent with two children,one of whom wants to study in the south of France in a very specialist profession but fees have to be paid and the parent just cannot afford them. We gave them a loan for the minimum amount and the repayment will be over the next three years payable as and when just so long as it does get repaid. There are many agencies around at the moment to do with habitation problems and getting government aid to install certain items, perhaps this chap should approach them too,he may even get something completely free.
