As early retired CMU-B affiliates living in Hautes Pyrenees (dept 65), we received a similar letter yesterday confirming continuation of our affiliation after 31 March.  Because we hold an attestation (and all re-imbursements have continued to be made) and considered the E106 ers were more in need of CPAM time, we had not made any contact with our CPAM about continuation of cover - so the letter we received was entirely unsolicited.  This strongly suggests that our prefecture town CPAM in Tarbes is now working its way through all relevant Hautes Pyrenees-registered early retirees informing them of the continuation of their cover; (this would seem to mirror other posters' experiences as well). Great news indeed and well done to everyone who had any hand in this outcome.  GPNoel
  2. Not really a reply to TFD: more a response to the 16 November posting by SPG concerning the Blevins Franks Newsletter (what ErniY felt should be an unimpeachable source) - not so sure myself! Reference is made in the Newsletter to pensions being subject to 7.1% Social Charges (unless the recipient has either an E106 or E121). Is this meant to refer to the CSG contribution, which is, in fact, 8.2%; is there a 7.1% level of social contribution?  In addition, when did CSG start being levied on pension income derived from the UK?  The element of Contributions Sociales which IS levied on UK pensions is the 0.5% CRDS (unless E106 or E121 applies) - and results from such pension income being entered in box TL of the Declaration des Revenues form 2042. Perhaps worth querying the accuracy with Blevins Franks, SPG. One other type of pension which is not mentioned in the Newsletter is the UK Purchased Life Annuity, which I presume still exists as a contract.  With this type of annuity, the payments comprise part capital and part interest and are taxed on the interest element only - in the UK; would the payments be taxed in France in the same manner or on the total payment received? The UK tax treatment results from such annuities being purchased from one's own resources (rather than from maturity proceeds from a pension scheme, on which tax relief has already been granted for contributions paid in).  I believe also that should a UK `tax free` lump sum be passed directly from the pension scheme to an insurance company (and not through the hands of the beneficiary) to buy a Purchased Life Annuity, then this should avoid any tax liability in France now or in the future. gpnoel

Error in Method of Calculation of Contributions Sociales Our Avis d'Imposition for the above contained an error in the CRDS column, in that it showed our bank interest then our total income (which already included our bank interest) - with the 0.5% charge being levied on the aggregate figure; in effect including our bank interest figure twice. Although it took only about 5 minutes to resolve the matter with a nice lady from the Hotel d'Impots (and only 22 euros was involved - with like amounts for other `immigrant` friends), one wonders just how many others - at least in Hautes Pyrenees - have received similarily incorrect assessments.  So beware and check the figures! gpnoel

Thanks for that Cooperlola; we were already armed with the 24 September printout from the Portail de la securite social, although we anticipate a struggle (our initial contact with CPAM ended with us being told, because we were early retired, we had no status under the system). My wife has just a few moments ago picked up our mail - to find we are now being invited by the same prefecture town CPAM to apply to Rouen for a new `photo d`identitie` based Carte Vitale!!!! gpnoel

We discovered yesterday, via our local pharmacie's card reader, that our Carte Vitale is already registering as invalid.  We (luckily) have no immediate health problems, so this is not drastic for us personally at this time, although we will have to visit our CPAM office to try to have the card re-instated. Incidentally we live in Hautes Pyrenees (the land of Mr Mochan) and it would not surprise us in the least were the CPAM interpretation (from our prefecture town of Tarbes) to be the severest in France. Apart from the recent changes, there is no other possible reason for its cancellation; (having arrived in France mid 2004, duly completing Declarations des Revenues for 2004, 2005 and 2006 and having paid all taxes due plus Contributions Sociales on our bank interest plus, since E106 expired at end of 2005, have been paying towards CMU-base via payments each trimestre to URSSAF - the most recent being at the end of September). No letter or notification has been received from CPAM to this effect. While we had previously (24 August) been requested to return our Carte Vitale as a result of `nouveau decret du 21/03/2007` for non actifs, we then received - several days later - the paperwork for the renewal of our affiliaion to CMU (all of which has since been provided). My main point would be (without wishing to be alarmist or cause concern), please be prudent and do not just assume your health coverage is continuing unaltered - at least check the status of your Carte Vitale via your local pharmacie (most have card readers). Finally: does anyone know if emergency treatment is still available to non actifs (cannot recall this being raised on any of the sites I have looked at), in the meantime? gpnoel

Having just read over the amended announcement from the "Portail de la securite social" with my daughter, the sole difference between this and the previously published announcement from that source is the insertion, in paragraph 3), of the words ", a compter du 1er october 2007," - basically stating the effective date for the changes. Are the British Embassy staff (again) really so completely unprofessional that, on announcing a supposed change to the situation, they do not even bother to read the amended announcement; we really all do deserve better! gpnoel
