1. I don't know about declaring the ISA but I would certainly include any account that MAY be of interest, e.g. your stockbroker, just to be on the safe side. Although the 2042 form just mentions bank accounts, the actual text on the 3916 has the following: "Les comptes à déclarer sont ceux ouverts hors de France auprès d’un établissement bancaire ou de tout autre organisme, admi- nistration publique ou personne (notaire, agent de change, etc.) recevant habituellement en dépôt des valeurs mobilières, titres ou espèces." Rough translation: "The accounts to declare are those open outside of France with a banking institution or any other body, public executive or person (notary, stockbroker, etc.) usually receiving deposit of securities, securities or cash."
2. It is probably also worth completing form P85 for the UK tax man to state when you formally moved to France and ceased to be a UK tax resident (possibly when you retired?) So that all the dates and claims match up http://www.hmrc.gov.uk/cnr/p85.pdf
3. Your government pensions will continue to be taxed in the UK, but your other pensions (UK state, company pensions) should be taxed in France. The double tax treaty has changed since 2006, so you need to be aware that you may pay tax in France, but will be credited for the amount of French tax that would have been due on the government pension amounts. Also, to ensure that you are not taxed at source on UK state and company pensions (i.e. have the wrong tax code) you need to complete a "France Individual" form. This must be stamped by the French tax office when you submit your French tax return and sent back to the appropriate UK tax office. http://www.hmrc.gov.uk/cnr/france-individual.pdf The deadline for completing paper tax returns is 20th May. You should complete a tax return as a household, not as separate individuals, if you are married or in a civil partnership.
4. The Orange dongle is very reasonable if you buy online here http://boutique.orange.fr/ESHOP_mx_orange/?tp=F&ref=54848&IDCible=1&type=4&donnee_appel=ORESH also, you can buy top-ups for as long as you need, e.g. a week, a month, etc.

6. Yes, you need to fill in front and VI of 2047 and 1AS and 8TK of 2042. If/when you have state pension as well, you include this on front of 2047 and 1AS (2042) but only put government pension in VI and 8TK
7.
Another basic question - unfortunately. Form 2047. It does not have '' declarent 1 and declarent 2 '' sections ( as 2042 does ). Does this mean that each person, ie husband and wife have to complete a copy each, with interest / dividends split between the two ? Or Is it the MCP French way of assuming that all non-pension income is down to the '' Head of the household '' ( ie the husband ) ? I realise that this question ''may'' confuse some people but '' we '' are a partnership with joint accounts, joint investments etc and all income is '' ours'' not mine or hers etc.
Just the one form, with all joint income lumped together. Since you are taxed as a household, it doesn't matter who earns what for this type of income. The 2047 provides separate declarants for pensions income.
8. is it this one? http://www.paroles2chansons.com/paroles-edith-piaf/paroles-y-en-a-un-d-trop.html
9. I do the same as AnOther for exchange rate and report bank details using these headings: INTITULÉ DU COMPTE (account holder) NUMÉRO DE COMPTE (account number) CARACTÉRISTIQUES (account type e.g. current/savings single/joint) (ordinaire/épargne simple/joint) DÉSIGNATION DE L'ÉTABLISSEMENT, ADRESSE (bank sort code, name & address) DATE D'OUVERTURE/CLOTURE (date the account was opened or closed – can be approximate) I have always reported bond income as interest, but they may have been a different type of bond. Is there any life insurance associated with your income bonds? If so, it is possible that they may be equivalent to a French Assurance Vie.
10. According to my tax office the decote is calculated on the taxable income BEFORE the credit for UK-taxed income is applied.
11. hi John thanks for publishing the spreadsheet again - it tallies with my own updated version apart from the social charges - I think you may have a little error in there somewhere
12. We definitely only declared all worldwide income from the date of arrival in France, so just a part year. All income earned in the UK before the move to France had already been taxed correctly in the UK. You can make a note in box E1 of the date you arrived for permanent residence.
13. I stuck with 2TS on the 2042 since it is still box TS on the 2047.
14. There is a special S1 form which is associated with being in receipt of the ESA. As far as I know it does have some connection with NI contributions, but is not the same as the "residual" S1 form which only lasts up to 2.5 years (which AnOther mentions). I believe there is a separate office which deals with these forms which may be this one: Working Age Group Incapacity Benefit team on 0191 21 87644 (Monday to Friday 8am–5pm). It is difficult to know the latest situation as it does seem to change regularly.
15. I had similar problems a couple of years ago. To solve it I just went to the tax office with the H1 form and the plans and let the kind lady there complete it correctly for me.

S1

My understanding of the French system is as follows. If you are entitled to healthcare cover in your own right (e.g. by working or running a business) then you should not use another's cover as a dependent. If you hand in the S1 form for yourself, it may confuse the system enormously if you are already contributing and obtaining healthcare cover through another "caisse".
17. I am sure I read somewhere that the 2042 would be available online from beginning of May
18. I admit to wisteria envy. OTOH I had assumed that the use of barrel was a shortened version of barrel drum, where drum was synonymous with one's abode, as in "spin his drum" . . . I think I may have spent too long mixing in the wrong circles . . .
19. looks lovely and you've got wisteria [:)]
20.
I'm having a paperwork sort-out (oh, the chaos! the mess!) and want to buy some cheap cardboard 'concertina'/expanding files, a bit like this: http://tinyurl.com/p55zxkj However, every shop or online supplies depot in France seems only to have fancy plastic ones that double up as a portable briefcase. I'd like to buy about two or three ... does anybody know of a place that sells them? Big thanks. PS: how does one get a URL to act as a hyperlink on this message box? I don't seem to have anything other than smilies to add to this ...??
You could try here www.vikingdirect.fr but I think you may need a Siret number to register. otherwise, my normal port of call for these types of things is eBay For the URL thingy - I have the same problem on Chrome but have downloaded a gadget where I can click on an IExplorer icon and the proper editting stuff appears (details in the Tech section)
