We live in a building with 12 apartments.Today the people below our terrace contacted us to say that they have black mold on the second floor which they think is caused by water leaking from our terrace.Our terrace is 46m2 and is located on the 3rd floor of the building.Surplus water from the apartments on the 4th, 5th and 6th floors and water from the next door buildings flow under and on to our terrace and then are drained onto the 2nd and 1st floors and then onto the street.We asked a builder to have a look at the problem and he discovered that the membrane under our tiles has degraded and will need replacing. he estimates the cost to be about 8,000€.We feel that as water drains into and onto our terrace that the cost should be spread between all of the apartments.We would appreciate your thoughts on the subject.
  2. Just back after getting the vaccination . It took about 2 seconds, however the administration took 2 hours and 26 minutes.No social distancing, very badly organized, people turning up without having made an appointment. The area for the vaccination was at the entrance to the hospital, could not have been a worst place, people parking on roundabouts etc, inside no body was in charge, after the administration was done, people queued in a corridor , no social distancing and no system in place to indicate who was next for the injection, over 45 people in the corridor at any one time, tempers frayed very easily.
  3. Got a prescription this morning for my wife and I, started looking on the website in my area, got an appointment for tomorrow morning and another on friday for my wife, the second injection have also been booked .

When we advertise the apartment or house we always give the details of the rent and an estimate of the costs.In relation to apartments it is not always possible to give exact figures as some of the costs are variable.For example we get the water consumption bill once a year so we do not know until the end of the year how much the cost will be. We charge 10€ per month for maintenance of the heat pump, the actual bill can be less but generally more. The bin charges are included in the taxe fonciere so this cost is estimated by us and and adjustments are done at the end of the year We have never met a french tenant that did not understand how the costs work , however it can seem difficult to understand if you are not French.All costs should be associated by supporting invoices and if you are concerned then ANIL the french rental authority will resolve all problems for both tenants and owners. we have used them on several occasions.Rents appear low depending on ones income and the area.We have a tenant starting on the 1.10.2020 with a rent of 1200€ and associated costs of 97€ per month.55% of association costs would never amount to 55% of the monthly rent.The apartment indicated above has a annual cost of 1320€ per year, add to that 321€ for bin charges and and estimate for water and maintenance of the heating system it comes to 97€ per month. Any differences are resolved at the end of each year. If you have questions ask the owner or the agent.Hope the above helps.
  5. With apartments, normally the charge is calculated by the association that looks after the building, in our case Foncia. Normally it usually works out at 55% for the tenant and 45% for the owner.However the larger amounts is for the owner, for example we have upcoming bills for painting the outside of the buildings, 4,000€ per apartment.So communal space is generally a cost for the tenant for things like cleaning and minor repairs etc.eg, cost of running the communal VMC are for the tenants, whereas the replacement of the VMC for the owner.
  6. We charge our tenants for the cost of green space maintenance, about 7€ per month. We had the cost checked out with UNPI and with ANIL.
  7. We had a situation several years ago, the water softener burst while we were in spain for 3 months. When we came back the water had found its way into the house via cables and the house was nearly black. The insurance company paid for the the damages to the house but would not pay for the water usage, the bill came to 8,500€ +.However the water company Rese apparentlt had a rule that if the loss was a result of an accident the maximum payment would not be more than tree times the average consumption over the past three years.It came to about 1,100€ which we were happy to pay.

I do apologize.Additional Information.We are both resident in France for the past 16 years and pay all of our taxes in France.Our two sons bought an apartment in 2006 for holidays in the same building as us. Both our sons are non resident, however they are both registered for income taxation in France and pay small amounts each year in taxes on summer lettings as they have registered their apartment with Gites de France and obtain the 71% discount on rental income.Our health has gone south ( Cancer ) over the past year.Our sons have suggested that we move into their apartment as it is bigger and better than our own.We have found a prospective tenant for our apartment commencing November 2020, that rent will of course be declared to the fiscal authorities. However with the reduction of the 17.2% social tax to 7.5% solidarity tax is an advantage.The loss of tax  to the french authorities is minimal as very little is paid by our sons.In addition the taxe Habitation currently being paid by our sons would essentially be eliminated as we would have to change our permanent address to their apartment. We would of course have to continue to pay the taxe Foncia on our apartment.Our fear is that if we do as indicated above, would our sons be taxed on some form of notional rent. Danny.

  11. The commune is in the process of installing a security camera on a pole directly in front of our apartment. It is one of those 360 degree cameras. Our apartment and balcony will be in full view of the camera which will be manned on a 24 hour basis. When I contacted the mayors office they just said security. Do we have any rights in terms of privacy or in control of our digital images.
  12. We have recently sold our house and did the following. Water and electricity. The new owner and ourselves took the meter reading for the electricity and the water and signed a small document between ourselves of the readings. Then immediately we telephoned the water company and gave them the final reading the final bill arrived about two weeks later. for the electricity we phoned EDF on the english telephone line, gave them the final readings, about two weeks later they took the final amount due plus small charges for the past 3 years from our bank account. All of the above was very straight forward. danny.

Got to talk to Orange this morning on the english line, they said the problem was with the box, they gave me a number and told me to go into the nearest orange store, hand them the number and get a new box. Did that this afternoon, got a new black box, connection was done by mobile and everything is now working. The guy on the english promised to phone this evening to see if everything was ok, he did to my surprise. Danny

  15. We have an orange livebox, for the past two days Skype has not been working and several of the sites that we visit are either not available or get timed out. Generally most sites are very slow. I did a ping test and everything comes back as ok, speed download 14 to 16 mps and upload about 1mps. Is it an orange problem or has anyone suffered the same problem. I will contact orange on monday when they open the english speaking line. Could it be a Wi-fi problem. ? Danny
  16. We have recently sold our house in Charente Maritime, 05.05.2017. It was 220m2 in excellent condition, located in a small hamlet ( 15), very nice neighbours no shops and about 8 minutes by car to the nearest town with commerce. We sold the house by advertising it for sale on leboncoin. We came to France in 2004, so a bit like yourself we have been here 13 years.
  17. We had the same problem. We telephoned them and were told the system had changed, the system has changed so that the payments are spread over 5 3 monthly periods with the first payment coming out at the end of January.
  18. The exact same think happened to us. We got a call from one of our tenants saying their was a man on the roof of the house nailing in some zinc flashing. I drove down and had a word with the builder. He got the neighbour out and she said that she did not have our address. Rather than start a war I agreed to let the builder continue. I talked to the appropriate person in the Mairie as your neighbour said she has the right to build an Abri right up to the edge of my gable wall. I talked to several estate agents and they assured me that the abri would not devalue the property. Over the years the abri acquired an electronic up and over garage gate, out the back another extension was built. Each year I visit the gable end and ask her to remove all of the rubbish that she has stored against the wall. We receive one or two emails from the neighbour about our tenants putting tennis balls in her garden, not cleaning the leaves out of the gutters at the same time as she gets hers done. The latest communication is about the new tenant cutting the grass on a sunday which is apparently against the regulations of the estate. We generally ignore the emails and let them solve out the problems.

    Wenoticed the same, it would appaer that the payments for one year are spread over 5, 3 month periods, no additional cost is involved.
  20. Thinking of selling the house and moving further south. Had several immos around most of the prices were about the same except for one immo whose name starts with a part of the lower half of a persons body. They really knocked the price down. We got the idea that they wanted to get their commission (6%) quickly at our expense.

  22. Energy rating is due, termites last for 6 months and the natural disaster inspection is free on the internet, just print it off.
