Although, lot's of people do register their vehicles without being resident, the official version is no. "You can only register a car in the country where you normally live   or have permanent residence. Mine was delivered free the next day, that was using the online Npower link as given earlier, after using the calculator,  inputing zero for existing insulation and going for the max m2 of 99. It gives 21 rolls @100mm & 26 rolls @170mm for a total depth of 270mm. You end up going to the "Build Centre" website to complete the order, but you can phone them instead of using their cra**y website.
